# Are online casinos legal in Serbia?

> Yes. As of October 5, 2026, online casinos are legal in Serbia only at operators approved by the Games of Chance Administration (Uprava za igre na sreću), part of the Ministry of Finance, on the one website each approval covers, and only for adults 18 or over whose age is checked against an ID card or passport. The official list named 25 approved online operators that day; offshore sites have no Serbian approval, and the Administration orders them blocked.

## Key takeaways

- As of October 5, 2026, the Games of Chance Administration's official list named 25 approved online operators, each with a single website.
- An online approval requires share capital of at least EUR 250,000, a deposit or bank guarantee of at least EUR 500,000 in a Serbian bank and a certified system connected to the regulator in real time; it lasts 10 years.
- Since 2025, approved sites must check your age against an ID card or passport before you can register, deposit, play or withdraw.
- Self-exclusion, from 24 hours to permanent, is passed on to every approved online operator where you have an account; a permanent exclusion can't be lifted for 12 months.
- Winnings from online casino games are exempt from personal income tax; single lottery-type wins over RSD 147,757 are taxed at 20%.
- Offshore sites have no Serbian approval: the Administration orders their websites and payments blocked, and advertising them is banned.

## Legal status of online casinos in Serbia

Online gambling in Serbia is legal and regulated by the Games of Chance Administration (Uprava za igre na sreću), part of Serbia's Ministry of Finance. All operators must hold a local approval to offer casino and sports betting services online to players in Serbia, and you must be 18 or over to play.

The licensed online casinos in Serbia are those approved by the Serbian Games of Chance Administration. The law calls this an approval (odobrenje) rather than a license, and each one covers a single website. Without it, organizing online games of chance, or enabling anyone to take part in them, is prohibited (Law on Games of Chance, Sl. glasnik RS 18/2020 and 94/2024, Art. 10).

Players in Serbia should always verify that a casino holds an active approval before depositing. You can check approval status directly with the regulator, on its official list, rather than trusting badges shown on a casino's own pages.

## How online approval works

Only the Administration can approve online games of chance, by a decision covering "special games of chance through means of electronic communication" (Arts. 20 and 92). Approvals go only to the National Lottery and to companies whose main registered activity is gambling and betting. The online approval category covers casino games, slots and betting (Arts. 9 and 15), but each operator may offer only games whose rules the Administration has approved (Art. 109), and online games in which players play against each other, such as Texas Hold'em poker, are banned (Art. 10).

| Requirement | What the law says |
|---|---|
| Share capital | At least EUR 250,000 (Art. 93) |
| Guarantee | A deposit or bank guarantee of at least EUR 500,000 in a Serbian bank for the whole approval period, up from EUR 300,000 before the 2024 amendments (Art. 94) |
| Technical system | A certified system connected to the Administration in real time, with its databases or a mirror server in Serbia (Art. 95) |
| Player protection | A study on preventing harm to players, and game rules approved by the Administration (Art. 96) |
| One website, one brand | Games may be offered on a single website only, under one logo, trademark or trade name (Art. 95) |
| Validity | 10 years, renewable for 10 more; it can be revoked for breaches or unpaid fees (Arts. 97–98) |

## Side-by-side comparison: the five casinos in our ranking

Out of the 25 approved operators, we've reviewed five, and all five are in our ranking. The table compares their licensing details; welcome-offer terms (where we could verify them), withdrawal rules and minimum deposits are in each review.

| Casino | Company on the official list | Approval number the casino publishes | On the official list since |
|---|---|---|---|
| [King.rs](https://safebet.ai/rs/online-casinos/king-rs-review/) | Digital Revolution d.o.o. Niš | 000-424-00-00338/2016 | Operator approved since 2016; king.rs since spring 2024 |
| [bet365.rs](https://safebet.ai/rs/online-casinos/bet365-rs-review/) | Hillside New Media d.o.o. Beograd | 003342979 2024 10529 001 000 450 005 | Between December 2024 and February 2025 |

Every figure in this table comes from the official list and its dated copies, or was extracted directly from the casino's published pages or their latest archived copy, as of October 5, 2026.

King.rs is listed in the official register under Digital Revolution d.o.o. Niš. RIZK.rs appears in the official register under Top Slots d.o.o. Beograd, and its site footer showed its approval number in the latest copy we could check (April 2025). Players should use the exact domain recorded for the Serbian operator.

We recommend King.rs, bet365.rs and RIZK.rs as the strongest licensed options we've reviewed, out of 25 approved operators in the official register: they score 8.6, 8.0 and 7.6 out of 10 on [our 74-check method](https://safebet.ai/rs/online-casinos/how-we-rank/). We haven't yet reviewed the other 20, which are mostly sportsbook-led local brands.

## How to check that a casino is approved

1. **The website address.** Each approval covers one website. Find the exact domain on the official list; a different domain, even with a familiar brand name, isn't covered. bet365's Serbian approval, for example, covers bet365.rs, not bet365.com.
2. **The company details.** The approved sites we could check name their company and an approval number in the footer or legal notice. Compare the company name and registration number (matični broj) with the list.
3. **Badges and claims.** Ignore seals or "license" badges you can't trace to the list. The Administration's May 2026 guidance warns that illegal operators use false "licenses", "seals" and "certificates", and "tests" or top lists without a clear methodology.

## Age limits and ID checks

You must be 18 or over. The law bars operators from letting minors take part and requires them to enforce that ban "in the most effective manner" (Arts. 6 and 10).

The 2024 amendments, which apply from January 6, 2025, require operators to verify your age electronically against the date of birth in your ID card or passport when you register, and bar them from opening your account or letting you play without that check (Arts. 10 and 102a); operators had 180 days, until early July 2025, to comply. A 2025 rulebook (Sl. glasnik RS 42/2025, in force since late May 2025) sets out the procedure and also bars deposits and payouts before the check.

## Limits and self-exclusion

Every approved online operator must offer self-exclusion and deposit limits (Art. 95a), and its system must also let you set loss limits:

- **Self-exclusion** lasts at least 24 hours, or is permanent. A permanent exclusion can't be withdrawn before 12 months.
- **Shared exclusion.** The operator must block your access at once and report the exclusion to the Administration, which passes it on to every other online operator where you have an account. Operators must also check the Administration's register before opening any new account, and refuse to register you during an exclusion (Sl. glasnik RS 48/2025).
- **History.** Your account must always show the last three months of transactions, and you can ask for up to five years, which the operator must provide within five days.

Operators must not let you play while you're self-excluded (Art. 10). Our [guide to gambling help in Serbia](https://safebet.ai/rs/guides/gambling-help-serbia/) explains how to use these tools and where to get support.

## Bonus rules

Since the 2024 amendments, operators may grant bonuses only through a separate promotional account (Art. 102b). Bonus funds and their winnings can't be mixed with your cash balance, you can't withdraw directly from the promotional account or deposit into it, and the operator may move winnings from it to your cash account.

The Law on Advertising adds that ads for bonuses, free credits or other free play must state their rules and special conditions clearly (Art. 56(4)). That's why our pages show an offer only with its conditions and the date we checked them.

## Advertising rules

Gambling ads and promotion, "including indirect references", must follow the advertising law and carry a notice that minors may not take part and a warning about addiction (Law on Games of Chance, Art. 6(7)). The Ministry of Health prescribes the wording (Sl. glasnik RS 13/2022 and 134/2022). The notice reads "ZABRANJENO JE UČESTVOVANJE MALOLETNIH LICA U IGRAMA NA SREĆU" (minors may not take part in games of chance), and the warning reads: "Igre na sreću namenjene su samo zabavi punoletnih građana. Učestvovanjem u igrama na sreću osoba se može udaljiti od porodice, prijatelja i uobičajenih aktivnosti vezanih za njen uzrast; Učestvovanje u igrama na sreću može izazvati zavisnost koju je neophodno lečiti!" (games of chance are meant only as entertainment for adults; taking part can draw a person away from family, friends and the usual activities of their age, and can cause an addiction that needs treatment).

The Law on Advertising (Sl. glasnik RS 6/2016 and 52/2019) adds:

- no ads for operators without a Serbian approval (Art. 54(5));
- no gambling ads on websites aimed at minors, or outdoors within 100 meters of schools (Art. 54);
- no unfounded claims about winning, no pressure to recover losses, and no suggestion that gambling brings success or solves money problems (Art. 55);
- a minors warning in every ad, and clear rules and conditions in any ad for a bonus or free credits (Art. 56);
- no hidden advertising: paid content must be labeled, for example "oglasna poruka" (advertising message), and comparisons must be objective and verifiable (Arts. 12–14).

A company that breaks these gambling rules faces a fine of RSD 300,000 to 2,000,000 (Art. 78).

## Tax on winnings

Winnings from online casino games, slots, live casino and betting at approved operators are exempt from personal income tax (Law on Personal Income Tax, Art. 83). Classic games such as lotteries, lotto and bingo are treated differently: each single win over RSD 147,757 is taxed at 20%, withheld by the payer (Arts. 83, 86 and 99), and the threshold is indexed every year. A Ministry of Finance draft of a new income-tax law for Serbia's EU accession, put to public debate on May 29, 2026, keeps the same treatment.

## Offshore and unlicensed sites

Offering online games of chance in Serbia without an approval is illegal, whatever license a site holds elsewhere.

- **Prohibitions.** The law prohibits taking part in games organized abroad with stakes placed in Serbia, enabling payments or wagers in Serbia for such games, and enabling anyone to run, or take part in, online games without a Serbian approval (Art. 10).
- **Blocking.** A foreign company found offering online games without approval gets a prohibition decision, and the site's IP address is then blocked by internet providers and its payments by banks and payment providers in Serbia (Art. 122). The Administration served a batch of such decisions on foreign companies in September 2026.
- **Operators.** Organizing games of chance without approval is a crime, punishable by a fine or up to two years in prison, or three months to five years where deception is used; the means and money used are confiscated (Criminal Code, Art. 352). Companies also face fines of RSD 100,000 to 2,000,000 (Law on Games of Chance, Art. 132).
- **Players.** The law's fines target companies, their managers and sole traders, not individual players. But at an offshore site you lose the protections above, from the ID-based age check to shared self-exclusion and the EUR 500,000 guarantee.

The Administration publishes no list of blocked sites. Its advice is to check the official list of approved operators and to report suspect sites to igre.na.srecu@uis.gov.rs.

## What an approval does and doesn't protect

An approval sets minimum standards, but it can't protect you from losing money.

- **Winnings.** The operator, not the State, guarantees the payment of winnings (Arts. 7 and 20), and it must keep the EUR 500,000 deposit or bank guarantee.
- **Withdrawal conditions.** Read the casino's rules before you deposit. King.rs, for example, pays withdrawals only to a bank account in your own name, from RSD 1,000, requires each deposit to be staked once before it can be withdrawn, and blocks withdrawals while a bonus is active.
- **Disputes.** Keep copies of transactions, documents, terms and support messages. The casino's terms set its complaints procedure; King.rs's ask for complaints within 7 days and promise an answer within 30.

## How we check these casinos

Our review process for the Serbia top 5 involves the following steps for each casino, all based on public sources:

- **Registration**. We read what each casino requires to open an account and how it verifies your identity and age.
- **Depositing**. We list the local payment methods the casino publishes (e.g., Visa/bank transfer) and note any fees or delays it states.
- **Bonus terms**. We read the welcome bonus terms and note the wagering, time limit and maximum cash-out, plus any hidden clauses or game restrictions.
- **Games**. We count the slots, live dealer tables and any specialty games from the casino's own rules or lobby, and check RTP visibility and the mobile apps.
- **Withdrawal**. We read the payout rules and what the casino says about the time from request to bank account arrival.
- **Support**. We list the published support channels (live chat, email, phone), with their hours and languages.
- **Responsible gambling**. We check the published deposit limits, time-outs, self-exclusion links, and the accessibility of help resources.

Every casino in our Serbia ranking is scored on 74 checks grouped into six categories. We don't open accounts or deposit money; where a casino's withdrawal rules can't be read from public sources, the review says so. [Our methodology](https://safebet.ai/rs/online-casinos/how-we-rank/) lists every check.

## What changed in 2024–2026, and what's pending

- **The 2024 amendments** (Sl. glasnik RS 94/2024) apply from January 6, 2025, with transition periods: operators had until early July 2025 to introduce one website and one brand per approval, electronic ID-based age checks, the shared self-exclusion register, the promotional account for bonuses and the link between gambling ads and the advertising law, and until January 1, 2026 to raise the guarantee to EUR 500,000. Higher fees applied from February 1, 2025.
- **New rulebooks** followed in 2025 on player verification, self-exclusion, the online system, jackpots and top-up services, and in May 2026 on casino systems and testing laboratories.
- **Guidance.** In May 2026, the Administration and the operators' association published guidance on recognizing, avoiding and reporting illegal online gambling.
- **Pending, not adopted.** An opposition bill filed in March 2024 (no. 011-727/24) would ban almost all gambling advertising, including operators' trademarks, and ban bonuses, free credits and sponsorship by operators. As of October 5, 2026, the National Assembly still listed it as "in procedure", with no sign that it was scheduled. If adopted in that form, it would stop sites like ours from showing operators' brands and bonuses.

## The bottom line

Online casinos are legal in Serbia only at the 25 operators on the Games of Chance Administration's list, each on its one approved website, and only for adults whose age is checked against an ID card or passport. Check the exact domain against the list before you deposit, and set limits that fit your budget. ## Frequently asked questions

### Are online casinos legal in Serbia?

Yes. Online casinos can operate legally in Serbia when the organizer has received approval from the Serbian Games of Chance Administration. Serbian law refers to online gambling as games organized through means of electronic communication. Organizing or enabling participation through an operator without the required approval is prohibited. You must be 18 or over to play.

### How many licensed online gambling sites are there in Serbia?

The official register contained 25 approved online gambling operators when we checked it on October 5, 2026, each approved for one website. The number includes casino-focused operators, sports betting brands and the National Lottery of Serbia (Državna lutrija Srbije). The full list is in the table above.

### What is the safest licensed online casino in Serbia?

Every approved casino must meet the same legal requirements, so approval is the first thing to check. Of the five we've reviewed, we consider [King.rs](https://safebet.ai/rs/online-casinos/king-rs-review/) one of the strongest overall choices (8.6 out of 10) because it combines confirmed local approval, held by its operator since 2016, with a site built for Serbian players that publishes its company, registration and approval numbers and its approved game rules. bet365.rs (8.0) and RIZK.rs (7.6) are also strong options for players who prioritize visible account controls or a casino-focused site: bet365.rs publishes the fullest set of responsible-gambling tools we found, and RIZK.rs is a casino-first brand. No casino is financially safe in the sense that players are protected from losing money.

### Is bet365 licensed in Serbia?

Yes, for bet365.rs. The Serbian bet365 platform is listed under Hillside New Media d.o.o. Beograd, which publishes its license number, 003342979 2024 10529 001 000 450 005, and has been on the official list since between December 2024 and February 2025. This approval applies to the Serbian operator and domain. Players should not assume that every international bet365 website is covered by the same Serbian authorization.

### Is 1xBet licensed in Serbia?

Yes, for 1xbet.rs. The Serbian domain 1xbet.rs appears in the register under Safeplay d.o.o. Beograd, whose approval, no. 001699568 2024 10529 001 000 450 005, dates from 2024. That does not mean that every international 1xBet domain or operating company falls under Serbian approval: it covers 1xbet.rs only.

### Can licensed casinos request identity documents?

Yes. Approved operators must verify players' ages against the date of birth in an ID card or passport, electronically, before you can register, deposit, play or withdraw. Possible requests include an identity card or passport and, depending on the casino's terms, proof that a payment method belongs to the player. The operator should explain why the documents are needed and how they are protected.

### Can a licensed casino delay a withdrawal?

A casino can delay a withdrawal while performing legitimate identity, payment or bonus checks set out in its terms. Serbia's 2025 verification rulebook bars any payout before your age has been verified, and some casinos block withdrawals while a bonus is active. The operator should not confiscate legitimate winnings arbitrarily. Players should keep copies of all transactions, documents, terms and customer-support messages if a dispute develops.

### Does Serbian approval guarantee payment?

Serbian law requires approved online operators to guarantee the payment of winnings and maintain substantial financial security: a deposit or bank guarantee of at least EUR 500,000 in a Serbian bank and share capital of at least EUR 250,000. The operator guarantees winnings, not the State. However, players must comply with valid terms concerning identity verification, payment ownership, bonuses, duplicate accounts and prohibited behavior.

### Can Serbian players self-exclude?

Yes. Approved operators must provide self-exclusion and self-limitation. Self-exclusion information is shared through the Administration with every other approved online operator where the player has an account, and operators must check the Administration's register before opening a new one. You can exclude yourself for 24 hours or more, or permanently; a permanent exclusion can't be withdrawn before 12 months.

### Are online casino winnings taxed in Serbia?

No. Winnings from online casino games, slots, live casino and betting at approved operators are exempt from personal income tax. Single wins over RSD 147,757 from classic games such as lotteries, lotto and bingo are taxed at 20%, withheld by the payer.
