How we rank online casinos in Serbia
We only rank online casinos approved by Serbia's Games of Chance Administration, on the one website each approval covers. Each casino is scored from 0 to 10 across 74 checks in six categories, weighted by their share of the checks: Licensing 24%, Payouts 16%, Bonuses 19%, Games & RTP 14%, Support 11% and Responsible play 16%. Every check uses public sources we cite, and a check we can't verify earns no credit and costs no credit.

What we rank
Our ranking of the top 5 online casinos in Serbia only includes operators on the list of approved online operators kept by the Games of Chance Administration (Uprava za igre na sreću), part of Serbia’s Ministry of Finance. As of October 5, 2026, the list had 25 operators.
Each approval covers one website and one brand (Law on Games of Chance, Art. 95), so we link only to the exact website on the list. We don’t rank or link offshore sites: they have no Serbian approval, the Administration orders them blocked, and the Law on Advertising bans advertising them (Art. 54(5)). Our guide to whether online casinos are legal in Serbia lists all 25.
Which casinos we’ve reviewed
We’ve reviewed five of the 25 approved operators: the casino-led King.rs, RIZK.rs and MrBit.rs, and the international brands bet365.rs and 1xBet.rs. We haven’t yet reviewed the other 20, which are mostly sportsbook-led local brands; we’ll add them as we review them.
How we check these casinos
Our review process for the Serbia top 5 involves the following steps for each casino, all based on public sources:
- Registration. We read what each casino requires to open an account and how it verifies your identity and age. Serbian rules require an ID-based age check before you can register, deposit or play.
- Depositing. We list the local payment methods the casino publishes (e.g., Visa/bank transfer) and note any fees or delays it states.
- Bonus terms. We read the welcome bonus terms and note the wagering, time limit and maximum cash-out, plus any hidden clauses or game restrictions.
- Games. We count the slots, live dealer tables and any specialty games from the casino’s own rules or lobby, and check RTP visibility and the mobile apps.
- Withdrawal. We read the payout rules and what the casino says about the time from request to bank account arrival. We also note its withdrawal methods, minimum and limits.
- Support. We list the published support channels (live chat, email, phone), with their hours and languages.
- Responsible gambling. We check the published deposit limits, time-outs, self-exclusion links, and the accessibility of help resources.
Casinos are scored by our research team on the 74 checks below.
How we review casinos
Every casino in our Serbia ranking is scored across 74 checks grouped into six categories. We check each casino against the Games of Chance Administration’s list of approved operators, its own published rules, terms, payment and help pages, and the app stores, and we cite the sources on every page. We don’t open accounts or deposit money; where a casino’s withdrawal rules can’t be read from public sources, the review says so.
The six categories are our scoring criteria; each one’s weight is its share of the checks:
| Category | Checks | Weight |
|---|---|---|
| Licensing | 18 | 24% |
| Payouts | 12 | 16% |
| Bonuses | 14 | 19% |
| Games & RTP | 10 | 14% |
| Support | 8 | 11% |
| Responsible play | 12 | 16% |
| Total | 74 | 100% |

How we turn checks into scores
- The neutral rule. A check that can’t be verified from public sources, for example because a casino’s site only opens from inside Serbia, earns no credit and costs no credit. A category in which nothing could be verified, or in which what we could verify doesn’t set the casino apart from what every approved operator must offer, scores 7.0 out of 10, the level Serbian law already requires of every approved operator.
- Above or below 7.0. Verified strengths move a rating up, and verified weaknesses move it down. Within a category, checks count by how much they matter to players, and each review names the verified facts that moved its rating above or below 7.0 and the details we couldn’t verify.
- The overall score is the weighted average of the six ratings, on a 0–10 scale, rounded to one decimal.
For example, King.rs’s ratings, in the order of the table above, give (9.5 × 24%) + (7.5 × 16%) + (7.5 × 19%) + (9.5 × 14%) + (9.5 × 11%) + (8.0 × 16%) = 8.56, shown as 8.6. The order of our Serbia ranking follows the overall scores.
Where our information comes from
- The regulator: its list of approved online operators, live and in dated archive copies that show when each operator joined; its notice board; and the Law on Games of Chance with its rulebooks.
- The casinos’ own pages: game rules, terms, payment, bonus and help pages. For sites that only open from inside Serbia, we use dated Wayback Machine copies and say which version we used, such as RIZK.rs’s welcome terms as published in April 2025.
- App stores: the Serbian App Store and Google Play, with ratings and rating counts on the date we checked.
Every fact carries a date: the day we checked a live page, or the date of the archived copy we used. The Law on Advertising requires comparisons to be objective and verifiable (Art. 14), so every comparison on our pages rests on a fact we can cite.
How often we re-check
We re-check a casino when it changes its terms or offer, and when the regulator’s list or Serbian law changes, and in any case at least every 90 days. Every change is dated in the ranking’s update history.
How we make money
Some casinos may pay us a commission when you open an account through our links, at no extra cost to you. Commissions don’t change the facts we report or the scores, and because the order follows the scores, no casino moves up the ranking for payment. Details are in our editorial policy.
The bottom line

Frequently asked questions
Why do you only rank casinos approved in Serbia?
Only operators approved by the Games of Chance Administration may offer online games of chance in Serbia, and the Law on Advertising bans advertising operators without that approval (Art. 54(5)). Each approval covers one website, so we link only to that site. See are online casinos legal in Serbia.
Do you test casinos with real money?
No. We don't open accounts or make deposits. We check each casino against the Games of Chance Administration's list of approved operators, its own published rules, terms, payment and help pages, and the app stores, and we cite the sources on every page. Withdrawal times are the ones the casino publishes; when it publishes none, the review says so.
What happens when you can't verify something?
It earns no credit and costs no credit. Some Serbian casino sites only open from inside Serbia, so some details can't be checked from public sources. A category in which nothing could be verified scores 7.0 out of 10, the level Serbian law already requires of every approved operator, and the review says which details we couldn't verify.
How is the overall score calculated?
It's the weighted average of the six category ratings, on a 0–10 scale and rounded to one decimal. Each weight is the category's share of the 74 checks: Licensing 24%, Payouts 16%, Bonuses 19%, Games & RTP 14%, Support 11% and Responsible play 16%. The ranking follows the overall scores.
How often do you update the ranking?
We re-check a casino when it changes its terms or offer, when the regulator's list or Serbian law changes, and in any case at least every 90 days. Every change is dated in the ranking's update history.
Do casinos pay SafeBet.ai?
Some casinos may pay us a commission when you open an account through our links. Commissions don't change the facts we report or the scores, and the order of the ranking follows the scores. Details are in our editorial policy.
