9.1/10 BetMGM Casino is run by BetMGM, LLC, a joint venture of MGM Resorts and Entain, and is licensed in Michigan, New Jersey, Pennsylvania and West Virginia. It stands out for depth: BetMGM counts over 7,000 titles across North America, including 25+ exclusive progressive jackpots and in-house exclusives, and its Rewards points convert to MGM Rewards for hotel stays and dining. New players get up to 1,000 bonus spins plus daily wheel prizes for a $10 deposit (September 2026), though spin winnings carry 10x wagering. The main drawback is payout speed, since every withdrawal starts with an internal review of up to five business days. Pick BetMGM for the widest choice of games and real-world rewards.

8.6/10 Caesars Palace Online Casino is Caesars Entertainment's real-money online casino, licensed in Michigan, New Jersey, Pennsylvania and West Virginia. Where you can play each casino
Real-money online casinos are legal and live in seven states, and a casino needs a license from each state it serves. This is where the five casinos in our ranking operate as of September 30, 2026:
Rhode Island has a single online casino run by Bally’s, so none of our top five is available there. Maine legalized online casinos in January 2026, but its regulator was still writing the rules on September 30, 2026, with launch expected between late 2026 and the first half of 2027. Nevada allows online poker only.
Every state requires you to be at least 21 and physically inside its borders when you play. You don’t have to live there: the casino checks your location with geolocation software, not your address. Our guide to where online casinos are legal covers each state’s rules, tax rates and the bills that stalled in 2026.
The biggest online casino operators
The US online casino market is concentrated. The American Gaming Association puts 2025 revenue at $10.74 billion, up 27.6%, and FanDuel, BetMGM and DraftKings together took more than half of the online casino revenue in both New Jersey and Michigan that year.
The US figures are what Flutter (FanDuel’s parent) and BetMGM report for the states where they operate. The New Jersey figures are each brand’s share of internet gaming win and the Michigan figures each operator’s share of online casino gross receipts, both our calculations from regulator data. BetMGM also runs Borgata, and together the two brands took 21.6% of New Jersey’s internet gaming win in 2025. The Michigan figure for Caesars covers everything on its main Michigan license, including Caesars Sportsbook’s casino and WSOP poker.
Market share isn’t one of our ranking criteria, but it shows where most players are.
Welcome bonuses: what they’re really worth
The headline number is the least useful part of a casino bonus. What matters is how much you have to wager before you can withdraw, and on which games. These were the offers at the time of writing (September 30, 2026); they change often and differ by state:
BetMGM’s and FanDuel’s terms come from their own pages; the other three are as reported by review sites in September 2026, because the operators’ terms pages couldn’t be checked. Always read the casino’s terms before you opt in.
Here is why the wagering column matters. Say you take Caesars’ full $1,000 deposit match. At 15x, you must bet $15,000 on slots within seven days. On a slot that pays back 96%, you’d expect to lose about 4% of that, or $600, so the match is worth roughly $400 on average, and it only works out if you deposit the full $1,000 and finish in time. DraftKings’ spins, by contrast, have a face value of $230 for a $5 wager with no rollover on what they win.
Neither is a way to make money: every casino game has a house edge. Use our guide to casino bonuses and our expected value calculator to check any offer before you claim it.
Payouts and payment methods
Deposits are usually instant. Withdrawals take longer, because each casino approves a withdrawal before sending it. BetMGM, for example, says its internal review can take up to five business days, after which PayPal pays within 24 hours and Visa takes another three to five business days.
In general:
- PayPal and Venmo are usually the fastest, often within a day or two of approval.
- Online banking (bank transfers) typically takes two to five business days.
- Credit cards are on the way out. BetMGM and Borgata stopped accepting new credit cards on March 31, 2026, and DraftKings has not taken credit-card deposits since August 2025, according to RotoWire.
Casinos usually pay withdrawals back to a method you’ve used to deposit, and they may ask for identity documents before your first payout. Minimum deposits range from $5 at FanDuel and DraftKings to $10 at the others.
Licensed casinos vs sweepstakes and offshore sites
Only a state-licensed casino gives you a regulator on your side. Licensed casinos have to verify your age and location, offer responsible gambling tools, and give you a way to escalate disputes: New Jersey players, for example, can file a complaint with the Division of Gaming Enforcement.
Two other kinds of sites market themselves to US players:
- Offshore casinos aren’t licensed by any US regulator. The American Gaming Association estimated in August 2025 that illegal online casinos take in $18.6 billion a year. If an offshore site refuses to pay, you have no US regulator to turn to. Our guide to safe, licensed online casinos shows how to check a license and spot the red flags.
- Sweepstakes casinos operate under a dual-currency sweepstakes model instead of a gambling license. Twelve states passed laws against them in 2025 and 2026, and several large operators have left states or the country. See our guide to sweepstakes casinos.
Every regulator publishes a list of approved sites. New Jersey’s is blunt: “Any site not included on this list is NOT approved to offer Internet gaming in the State of New Jersey.”
How to choose the right online casino
- Start with your state. The table above shows which casinos you can use. In Delaware, that means BetRivers; in Connecticut, DraftKings or Mohegan Sun Casino.
- Value the bonus after wagering. A small offer with 1x wagering can beat a big one with 15x.
- Match the library to what you play. BetMGM is strongest on slots and jackpots, DraftKings on exclusive games, and all five offer live dealer tables.
- Check banking before you deposit. Make sure the casino supports a method you already use for withdrawals, ideally PayPal or Venmo.
- Count the rewards if you travel. BetMGM points convert to MGM Rewards, and Caesars Palace Online earns Caesars Rewards, both usable at resorts in Las Vegas, Atlantic City and beyond.
- Set your limits first. Licensed casinos let you set deposit limits (New Jersey, Pennsylvania, Michigan and West Virginia require them), so set yours before you claim a bonus.
Play responsibly
Online casino games are designed to make money for the casino, and the house edge means most players lose over time. Decide on a budget you can afford to lose, set a deposit limit in your account, and take a break or self-exclude if gambling stops being fun. If you need to talk to someone, call or text the National Problem Gambling Helpline at 1-800-MY-RESET (1-800-697-3738), free and 24/7, and read our responsible gambling guide for state self-exclusion programs and other help. Winnings are taxable too; see our gambling tax guide.
